This is due to presence of partial double bond character between Cl and benzene ring in case of aryl halides which makes it difficult to substitute the Cl atom and thus decreases its reactivity for nucleophilic substitution reaction.

Iodination reactions are reversible in nature. To carry out the reaction in the forward direction, HI formed during iodination is removed by oxidation. HIO4 is used as an oxidising agent.
